What the official rules ask for (always check your own country's current guidance):

Head Size: For a US 2×2 in photo, chin to top of head must be 50% to 69% of the photo height. 35×45 mm documents (EU, UK, Schengen, India) ask for about 71% to 80%, and a China visa for 58% to 69%. The guide switches to the range of the size you pick.

Are these photos accepted for official government passports?

They can be. The tool gets the size, the 300 DPI resolution, the plain background and the head position right. Acceptance also depends on things it cannot check, like even lighting, a neutral expression, no glasses and a recent photo, so read your issuing authority's rules before you print.

How do I print the 4x6 photo sheet?
